This, I'm told, is a "Sharrow" - it not only reminds drivers that there are bicycles sharring the road, but the center arrow tells cyclists where the safe ride area is - they're far enough from the curb to be clear of drivers exiting their cars. Neat idea, remembering the odd "UhOH!" moment in my cycling days...
